The creation of affordable, universal education programs that include systemic accountability protocols and fiscal controls to make them responsible to free-market economies operating within democratic societies can now be made contingent upon an array of conditions and controls that education industry professionals and policymakers can use to address these issues.  Indeed, today's progressive society that is seeking fiscal transparency and will no longer accept a lack of accountability as the outcome of the education entitlement, can rely upon the principles of Lovellian Economics to deliver the following key milestone benefits as an intrinsic construct of a new, private-sector based education entitlement program, to wit:

	Accountability.  The biggest issue facing educators today is the lack of accountability.  Falling test scores point to an intrinsic weakness in educational delivery means and methods that has now reached a point where it is no longer sustainable.  The solution that delivers complete accountability will be one defined by reintroducing competition into the education delivery process through complete privatization.  Privatization would carry with it the requirement that education workers have the opportunity to earn market compensation and be released from the unprofitable (and untenable) tenure agreements and union contracts.  The RLP construct (called a "Federal Education Partnership" - or "FEP" in the Capitalism Version 2.0 setting) provides the accountability requirement as a result of operating data collection that happens each day, so additional time pertaining to compliance monitoring and reporting is eliminated.
	Expenditure Tracking.  Expenditures have a built-in tracking feature and the market will provide pricing controls and access to the program while allowing professional educators to employ national/international testing criteria to maintain quality standards and provide policy recommendations to industry board that develops all test criteria for all programs, grade levels and education providers.  This means enhanced funding can be expected in the near-term window as more and more education professionals have the opportunity to enjoy market-based education without concern for the budgetary issues that would otherwise impact a state-run program.  This means all units of government can exit the "education business" and have no further funding obligations associated with this entitlement program.
	Access.  The Education Plus Program provides enhanced access that can have the impact of providing a solution for key societal shortcomings in terms of professionals due to the cost of education barrier issue.  Education Plus uses a fundamentally different payment construct that can be expected to reduce the cost of a $200,000 education outlay to approximately $4,500 for the student.  This means medical services shortages, legal services shortages and the like can be addressed from two different sides: one expanding facilities access using the Health Plus Program and expanding the services provider side by enrolling more students into programs where they are really needed.
