These plan exhibits cover the period of 2010 through 2029 and demonstrate that all new outlays are fully funded with Clint Lovell's "Permanent Funding Initiative" approach to fiscal policy appropriation in just 16 years. Clint's plan starts with a lower projected GDP measurement than the government uses to provide a conservative basis for starting the calculations and assumes the costs of borrowing to be significantly higher for long-term bonds (starting with 5.275% on 30-year zero-coupon Treasuries), but requires all deficits to be part of an organized schedule of deficit defeasance designed to provide par payoff (100% of bond face) in only 27 years, but allows these bonds to continue to take advantage of the program cash flows for a full 30 years. This approach dramatically increases the compounded interest rate owing to these bonds (pushing it well over 10% per annum), making the market for U.S. Treasuries viable again (and profitable!). When it comes to planning, only a sober and conservative plan will do for financing the costs of education into perpetuity for the benefit of our people and the American Way of Life.
